Somerset Chamber of Commerce welcomes Government high street crackdown

Somerset Chamber has welcomed Government plans to crackdown on illegal activities on the UK’s high streets – but said genuine businesses must not be burdened with additional red tape.

The Government is proposing:

• Changes to planning law which would mean every new shop selling e-cigarettes, or vapes, would need to apply to their local council for permission to open (England only)
• Tightening the definition of a vape shop to prevent businesses avoiding the rules by describing themselves as a general convenience store or retailer (England only)
• Scrapping a rule known as “aim to permit”, which currently restricts councils’ ability to refuse new betting shops and 24-hour slot machine shops (Great Britain-wide)
• Requiring planning permission for new adult gaming centres, which offer 24-hour access to gambling machines (England only)
• New powers to extend closure orders for mini-marts and vape shops found to be selling illegal tobacco or up to twelve months, something previously proposed by former Prime Minister Sir Keir Starmer (England and Wales)

David Crew, Somerset Chamber of Commerce, Managing Director, said: “Somerset Chamber of Commerce welcomes efforts to tackle organised crime, tax evasion and the exploitation of workers on our high streets. Businesses that operate outside the law undermine honest employers, distort competition and damage confidence in local town centres.

“The vast majority of Somerset businesses work hard to comply with regulations, pay their taxes and contribute positively to their communities. It is important that enforcement activity is intelligence-led and targeted at criminal operators rather than creating unnecessary burdens for legitimate businesses.

“We know that many sectors highlighted in the government’s announcement, including convenience stores, barbers and vape retailers, are made up predominantly of genuine entrepreneurs serving local customers. Any crackdown must therefore distinguish clearly between honest businesses and those engaged in illegal activity.

“Creating a level playing field is essential for economic growth. Businesses that evade taxes, sell illicit goods or exploit workers gain an unfair advantage over responsible firms that are already facing significant cost pressures.

“We support measures that help protect communities, safeguard consumers and ensure fair competition. We would also encourage government agencies to continue working closely with local authorities and local business organisations so that enforcement activity strengthens confidence in our high streets and supports reputable businesses across Somerset.

“Honest businesses should not be undercut by criminal operators. Somerset Chamber supports targeted action against tax evasion, illicit trade and worker exploitation, while recognising that the vast majority of businesses in sectors such as retail, barbers and vaping are legitimate enterprises making a positive contribution to our local economy.”
