The 20 key actions aimed at significantly enhancing the skills of the region’s future workforce are making strong progress, according to a newly released report.
Since 2023, the Devon and Somerset Local Skills Improvement Plan (LSIP) has been working with partners to implement strategies that better prepare employees for the different demands of the workplace now and in the future.

The plan is expected to unlock the potential of both counties, providing businesses and organisations with the critical skills they need to thrive, while enhancing what Higher Technical Qualifications offer.
The Progress Report published today shows that the Plan’s 20-point roadmap is on track to deliver lasting change for the skills sector including:
To achieve the above, the LSIP team has been working with employers, as well as the region’s colleges, universities, education providers and local authorities.
Ronnie Carter, LSIP Executive and Projects Manager, said: “The publication of this Progress Report marks a significant milestone in our journey towards enhancing the skills landscape in Devon and Somerset.
“Through close collaboration with employers and key education providers, we are laying the groundwork for a workforce that is not only skilled but also adaptable to the demands of the future.
“This report reflects our commitment to delivering impactful change, and we invite businesses to engage with us as we continue to build a stronger, more resilient economy for our region.”
The Devon and Somerset LSIP is jointly-led by the Devon & Plymouth and Somerset Chambers of Commerce. It aims to work with employers and education providers to produce a skilled workforce better matched to the needs of business.
David Crew, Managing Director of Somerset Chamber of Commerce, said: “Our daily conversations with businesses indicate that skills and accessing talent to grow remains a key issue for many Somerset businesses.
“The LSIP in Somerset has seen key stakeholders, including skills training providers and further education colleges, work collaboratively with businesses to address the LSIP priorities together, through an employer-led approach.
“The LSIP will lay the foundations for Somerset to have the high-quality skills provision which responds to the needs of businesses, which will be vital for businesses in our region to thrive. I would like to thank all LSIP partners for their efforts, and look forward to seeing further developments as this critical work continues.”
Local Skills Improvement Plans are being implemented across the UK as part of the Government’s Skills Accelerator programme, which follows the Skills for Jobs White Paper published in January 2021, with a clear focus on stronger links between employers and providers.
Devon & Plymouth Chamber CEO, Stuart Elford, said: “Businesses, colleges, training providers, and local authorities each play a crucial role in shaping the skills landscape.
“By uniting in the delivery of this plan, we are taking true local ownership of our future, addressing strategic priorities, and meeting the specific needs of our area.
“Our commitment to working tirelessly with our partners ensures that the LSIP remains dynamic and responsive to the ever-evolving needs of employers. Our goal is to provide equitable access to relevant training that is valuable to both individuals and the economy.
“I extend my heartfelt gratitude to all our partners, both long-standing and new. I urge you to continue contributing to the shaping of skills planning for the collective benefit of all.
“The work is ongoing as we continue striving to secure a better future, and we continuously collaborate with stakeholders to enhance and adapt our approach.
“Please do get in contact with us to discuss your skills and workforce development needs.”
Minister for Skills Rt Hon Baroness Smith added: “I welcome the publication of the Local Skills Improvement Plan Progress Report for Heart of the South West. These reports set out progress made on meeting the skills needs of local employers.
“As well as being a valuable source of information for local skills deliverers, employers and stakeholders, the reports along with the LSIPs themselves, will provide important intelligence for the newly established Skills England.”
